The other project, to remove four buildings on the 36-acre north side of the site, was completed on Feb. 28 on property owned by the Wilton Rancheria tribe. Cleanup of that property was finished on March 5. The tribe has proposed constructing a casino-resort on its property, with a target opening date in late 2020.

The U.S. Department of the Interior, Bureau of Indian Affairs, has released the Final EIS for the Wilton Rancheria Fee-to-Trust and Casino Resort Project, located in Elk Grove, Sacramento County, California in compliance with the National Environmental Policy Act (NEPA). The EIS also satisfies the requirements for the Tribal Project Environmental Document that the Wilton Rancheria (Tribe) agreed to prepare, and also the Tribal Environmental Impact Report that is expected to be required by the Tribe’s future gaming compact with the State of California. The Proposed Action consists of the transfer of the 36-acre Elk Grove Mall property from fee to trust status for the purposes of the development of a casino, hotel, and associated facilities. The site has been partially developed with a large retail facility; however, the site currently sits unoccupied. The proposed project consists of the construction of a 600,000+ square-foot casino-resort facility, 12-story 302 room hotel, and a 47,000+ square-foot convention center. The Bureau of Indian Affairs (BIA) has completed an Environmental Impact Statement (EIS) that analyzes the potential environmental effects of Wilton Rancheria’s (Tribe’s) application for a fee-to-trust transfer and casino project to be located in Sacramento County, CA. The EIS evaluates a range of alternatives, including projects at the Elk Grove Mall site, the Twin Cities site near Galt, and the Historic Rancheria site. The BIA served as Lead Agency for compliance with the National Environmental Policy Act (NEPA).

The BIA issued a Notice of Availability of the Draft EIS on December 29, 2015 which initiated a 45-day public review period.

A public hearing on the project was held at the Chabolla Community Center, located at 600 Chabolla Ave., in Galt, California on Friday, January 29, 2016.

The Final EIS and Revised Draft General Conformity Determination were released on December 9, 2016, and a BIA Notice of Availability of these documents was published in the Federal Register on December 14, 2016. The EPA Notice of Availability of the Final EIS was published in the Federal Register on December 16, 2016, and the comment period ended on January 17, 2017. Comments on the Revised General Conformity Determination were also accepted through January 17, 2017. The Final Conformity Determination was released on January 18, 2017.

The Record of Decision was signed on January 19, 2017. The Elk Grove site is now in federal trust for the Tribe.
